Народився В. С. 26 вересня (8 жовтня) 1885 р. в селі Маянів(тоді Вінницького повіту Подільської губернії, нині це Тиврівський район Вінницької області), де його батько, Евтимій Овксентійович (1858-1933) на той час був священиком Хрестовоздвиженської церкви.

Навчався спершу у Тиврівському духовному училищі (бурсі), потім у Подільській семінарії.

Потім навчався на економічному відділенні Київських вищих курсів (1908-13 рр..)

Певний період (1925-36рр.) працював літредактором у харківському місячнику 'Червоний шлях' (від 1936 – 'Літературний журнал')

Займався перекладами з багатьох мов, зокрема, перекладав Арістофана ('Хмари', 'Оси', 'Жаби').

Хронологічно В. С. належить до 'розстріляного відродження', не оминуло це і його.

Заарештований 27 вересня 1941 р. Спалено разом з іншими в'язнями в покинутій господарській будівлі у селі Непокритому під Салтовом.

Поетична спадщина В. С. включає в себе наступні збірки: 'Ліричні поезії' (1922), 'Вересень' (1927), і останню прижиттєву 'Поезії'(1940), яка розпадається на збірку без назви ('Поезії' у назві одного з рукописів) і 'Медобір'.
